The NPPA limits the trade margin of 42 non-scheduled anti-cancer medications

The National Pharmaceutical Pricing Authority (NPPA) has capped the trade margin of 42 selected non-scheduled anti-cancer medicines under the ‘Trade Margin Rationalisation (TMR)’ Approach, resulting in a reduction of up to 90% of the Maximum Retail Price (MRP) of 526 brands of these medicines, Mansukh Mandaviya, Union Health Minister, announced yesterday in Lok Sabha.

The National Pharmaceuticals Pricing Policy (NPPP), 2012, prescribes the guidelines for the regulation of the prices of drugs. The key principles of price regulation are the essentiality of drugs, control of prices of formulations and market-based pricing.

NPPA has fixed the ceiling prices of scheduled drugs, including the essential medicines used for the treatment of cancer, diabetes and HIV as well as heart and kidney diseases, Mandaviya added.

He further said that NPPA has also brought 106 non-scheduled anti-diabetic and cardiovascular drugs under price control by invoking extraordinary powers in public interest. The total annual savings on account of revision of ceiling prices of medicines under the National List of Essential Medicines (NLEM), price control of anti-diabetic and cardiovascular, fixation of ceiling price of stents, knee implants and capping of TMR on anti-cancer are estimated to the tune of Rs 12,500 crores.

NPPA monitors the ceiling price of the scheduled formulations to ensure that the MRP of such formulations is within the range of the ceiling price, and monitors non-scheduled formulations to ensure that their MRP does not increase by more than 10 per cent during the preceding twelve months, he mentioned.

For six formulations, the NPPA sets retail prices

Based on the decision of the authority meeting conducted on July 29, 2021, the National Pharmaceutical Pricing Authority (NPPA) has established the retail prices for six formulations under the Drugs (Prices Control) Order, 2013.

In its recent order, the authority said that it has fixed the retail prices for Budesonide Respule by Softdeal Pharmaceutical, Paracetamol plus Caffeine tablet by Micro Labs, two strengths of Metoprolol Succinate (extended release) plus Clinidipine plus Telmisartan tablet by Pure & Cure Healthcare and Alembic Pharmceuticals, Atorvastatin plus Ezetimibe tablet by Safetab Life Sciences and Lupin, and Cefixime plus Potassium Clavulanate tablet by Zeneka Healthcare and Cadila Pharmaceuticals.

The manufacturer may add goods and services tax only if they have paid actually or it is payable to the government on the retail price mentioned by the NPPA. The retail price for a pack of these formulations shall be arrived at by the concerned manufacturer in accordance with the retail prices specified by the NPPA in the order.

It also said,” The manufacturer shall issue a price list in Form V from the date of notification as per the DPCO 2013 to NPPA through the integrated pharmaceutical database management system and submit a copy to the state drug controller and dealers. Every retailer and dealer shall display price list and supplementary price list, if any, as furnished by the manufacturer on a conspicuous part of the premises where he carries on business in a manner so as to be easily accessible to any person wishing to consult the same.”

In case, the retail price is not complied with, the concerned manufacturer or marketing company shall be liable to deposit the overcharged amount along with the interest under the provisions of the DPCO 2013, read with the Essential Commodities Act, 1955, mentioned the order.

NPPA caps Trade Margin of five medical devices, MRP w.e.f. 20th July

In a significant decision by the Union Government, National Pharmaceutical Pricing Authority (NPPA) exercising extraordinary powers in public interest, has capped the Trade Margin vide notification dated 13th July 2021 for five Medical Devices.

 

These are:

  • Pulse Oximeter,
  • Blood Pressure Monitoring Machine,
  • Nebulizer,
  • Digital Thermometer, and

 

The margin was capped up to 70% on Price to Distributor (PTD) level. Pursuant there to, a total of 684 products/brands of these medical devices have been reported as on 23rd July 2021 and 620 products/brands (91%) have reported downward revision of MRP.

 

The maximum downward revision has been reported by imported brand of Pulse Oximeter, showing reduction of Rs. 2,95,375 per unit.

The revised MRP effective from 20th July 2021 on all the brands and specifications  has been shared with the State Drug Controllers for strict monitoring and enforcement. The relevant instructions are available on NPPA’s website (www.nppa.gov.in). In order to monitor availability, the manufacturers / importers of these medical devices have been directed to submit quarterly stock details.

NPPA recommends Sun Pharma’s Budesonide IP 9mg price

The National Pharmaceutical Pricing Authority (NPPA) Committee has suggested the retail price of Budesonide IP 9 mg for Sun Pharmaceutical Industries Ltd. (manufacturer and marketer) at Rs. 40.17 per tablet excluding GST.

The recommendation has been made by the Multidisciplinary Committee of Experts at its 30th meeting, held on 19.04.2021.

In the latest Multidisciplinary Committee meeting, the committee noted the reply received from the Office of Central Drugs Standard Control Organization (CDCSO) regarding the retail price fixation under Para 5 of DPCO, 2013 for each film-coated extended-release tablet containing Budesonide IP 9mg manufactured and marketed by Sun Pharma.

NPPA suggests retail price of Dexamethasone in 5 strengths

The National Pharmaceutical Pricing Authority (NPPA) committee the suggested the retail price of each uncoated tablet containing Dexamethasone IP 6 mg for Cadila Healthcare Ltd (manufacturer) and Zydus healthcare Ltd (marketers) as Rs.3.36 per tablet excluding GST.

The recommendation was made by the multidisciplinary committee of experts at the 31st meeting held on April 27 2012. The issue of the retail price fixation of each uncoated tablet containing dexamethasone IP 6 mg manufactured by Cadila Healthcare Ltd. and marketed by Zydus healthcare Ltd. under para 5 of the DPCO, 2013 was addressed during the meeting.

Dexamethasone a type of corticosteroid medication that has anti-immunosuppressant effects and is widely used in rheumatic disorders, skin related disorders, etc.

Dexamethasone is also recommended by the national health in the UK and the national institute of health (NIH) in the US for patients who are suffering from severe COVID – 19 and need either mechanical ventilation or supplement oxygen (without ventilation). Dexamethasone is otherwise not suggested.

3 Formulation’s MRP fixed by NPPA

The National Pharmaceutical Pricing Authority (NPPA), Ministry of Chemical and Fertilizers, Government of India, has fixed the retail price of 3 formulations after expiry of exemption granted under Para 32 of under Drugs (Prices Control Order).

Based on the decisions of 84th Authority meeting, in exercise of the powers conferred by paragraphs 5, 11 and 15 of the Drugs (Prices Control) Order, 2013, read with S.O. 1394(E) dated the 30th May, 2013 and S.O. 701(E) dated 10th March, 2016 issued by the Government of India in the Ministry of Chemicals and Fertilizers, the National Pharmaceutical Pricing Authority (hereinafter referred as NPPA), hereby fixes, the price as specified in column (6) of the table herein below as the retail price, exclusive of Goods and Services Tax, if any, in relation to the formulation specified in the corresponding entry in column (2) of the said Table with the strength, unit and name of manufacturer and marketing company, as specified in the corresponding entries in columns (3), (4) and (5) thereof.

The formulations include Torrent Pharma’s Prasugrel Hydrochloride and Aspirin Capsule combination and Wockhardt Pharma’s Insulin Human Injection and Isophene Insulin Human Suspension plus Insulin Human Injection.
