NMC considering providing assistance to Indian medical students from Ukraine and China

According to official sources, the National Medical Commission (NMC) is actively contemplating enabling final-year medical students who have returned from Ukraine and China to complete their study from their parent universities online and then take the Foreign Medical Graduate Exam (FMGE) here.
The concession, which is being prepared to assist Indian students who have been forced to discontinue their studies owing to the conflict in Ukraine and the epidemic in China, will be a one-time gesture, they added.

Students who pass the FMGE may be permitted to conduct an internship for two years instead of one year under Compulsory Rotating Medical Internship (CRMI) requirements, according to the NMC’s Undergraduate Medical Board (UGMEB) in a recommendation to the Health Ministry.

The increased internship length is intended to compensate for a lack of clinical and practical skills training.

However, first and second year MBBS students from Ukraine and China are unlikely to receive any financial assistance. According to an official source, the UGMEB has advised them to take the NEET (National Eligibility and Entrance Test) test in order to gain admission to a college in India based on their merit.

He explained the suggestion by saying that if students do not agree to the UGMEB plan, they may be permitted to continue their study in a foreign nation.

“CIS nations such as Russia, Kazakhstan, Kyrgyzstan, and Romania have already demonstrated their readiness to enable applicants afflicted by the global crisis to continue their studies,” the source said.

To appear for FMGE, NMC regulations announced last year require undergraduate courses to be completed from a single institution/university.

Approximately 40,000 medical students from Ukraine and China have returned home. An MBBS degree lasts five and a half years, with nine semesters spread out across four and a half years and one year of internship.

According to a source, the UGMEB has claimed that it is not practicable to accommodate or transfer these medical students from various institutes in Ukraine to Indian medical colleges to finish their credentials for a variety of reasons.

The NMC believes that the course curriculum of foreign medical qualifications is out of sync with what is mandated under the Indian medical education system and also falls short of its standards.

The UGMEB also mentioned the lack of suitable infrastructure and faculty in Indian medical colleges/institutions to teach an increasing number of medical students from abroad.

The NMC and Health Ministry began deliberations after the Supreme Court on April 29 asked the regulatory body to develop a mechanism in two months to allow MBBS students impacted by war and pandemic to finish their clinical training in medical institutions here, according to a source.

There are currently no NMC policies in place to assist Indian students doing medical studies overseas who must return home midway through their academic semester.

Medical student held in Doctor’s death in hit and run, police say father tried to shield him

A 21-year-old medical student from Haryana has been detained in connection with the death of a senior resident doctor and an OT technician in a road accident in Najafgarh nearly ten days ago.

Mayank, the accused, was allegedly driving his father’s Mahindra KUV at the time of the incident. He is a second-year student at the Lala Lajpat Rai University of Veterinary and Animal Sciences in Hisar, according to police.

Dr. Rajiv Ranjan (41), a senior resident doctor at a government hospital, and Manish Kumar (39) were riding their bikes when they were hit by a vehicle on February 20.

Kumar informed police before he died that he was riding his bike with a friend and they were on their way to the Metro station when the accused hit them and fled.

Dr. Ranjan’s wife, Dr. Rashmi, and their three-year-old child survive him. Kumar leaves behind his wife and two children.

During the initial investigation, authorities searched the area’s CCTV cameras but were unable to locate the offending vehicle.

“It took some time for us to map the CCTVs and figure out the car number.” We discovered that the vehicle was registered in the name of a company. The car, according to the firm’s director, was driven by Surender, one of his employees. Surender was interviewed, and he tried to mislead us by blaming a colleague. He kept changing his remarks, and his version was riddled with inconsistencies.

“We questioned him again, and it was revealed that Surender’s son Mayank was the purported driver,” one officer added.

Mayank was apprehended at his home, and the automobile was impounded. They stated that they intend to pursue legal action against Surender for allegedly lying to the cops.

“We’re questioning Mayank,” the officer explained.

Kumar’s brother Harish stated that his brother was a contract employee and the family’s primary source of income. He demanded that his wife and children be compensated and that he be given justice.

Dr. Rashmi had previously told The Indian Express that her husband, Dr. Ranjan, was actively involved in the pandemic’s treatment of patients.

“He was so helpful. He worked during Covid and treated so many patients who are asking after him now,” she said.

Ukraine is the best and most affordable option for medical studies, students say

Thousands of Indian students have been stuck in Ukraine since February 24 as a result of Russia’s full-scale invasion during the previous few days, according to Indian embassies in Ukraine, Romania, and Poland.

Nearly 18,000 Indian students are studying in Ukraine’s institutions, according to the most recent data available from the ministry of external affairs (MES). Around 17% of students are interested in pursuing a career in medicine.

According to students pursuing studies in Ukraine, their seniors and medical professionals, cost advantage is one of the main reasons for many students who failed to get a medical seat in the government institutions in India to choose universities in Ukraine.

A 1996-2002 batch alumnus of Zaporozhye State Medical University, Ukraine, Dr K. Ram Kumar, who is currently running a hospital in the city, said the students who did not get a seat or could not afford to study in India generally preferred to go to Ukraine.

“Approximately Rs 30 lakh is the maximum expenditure on medical education while it is around Rs 1 crore in India. Practical classes are more in Ukraine and only six to 10 students are in a class,” Dr Ram Kumar said.

An Indian student of Lviv National Medical University, Vishnu, who is currently on the way to India through Poland-Ukraine border, said, “Studying in Ukraine is easy for us to enter into Western Europe for higher studies in countries like Germany.”

Andhra Pradesh chapter president for Indian Medical Association (IMA) Dr N. Subhramanyam said obviously a student preferred other best alternatives with affordable cost for studies if failed to get a seat in India. “Yes, countries like Ukraine, China, Poland and Uzbekistan etc are the most-preferred choices of Indians for medical education. These students must be qualified in the entry exams like NEET.”

MOHFW seeks NMC opinion on consistent remuneration for medical interns

The National Medical Commission (NMC) has been asked to remark on a consistent stipend for MBBS interns at government and private medical institutions across the country, according to the Union Ministry of Health and Family Welfare.

This follows a letter from Binoy Viswam, Communist Party of India’s Rajya Sabha MP, to Mansukh Mandaviya, Union Minister for Health and Family Welfare on December 8, 2021. Mr. Mandaviya directed the Secretary, NMC, on January 27 to furnish its views “at the earliest”.

In his letter, Mr. Viswam had highlighted the lack of parity in stipend given to MBBS interns in private/deemed universities and those enrolled in government colleges. A stipend is paid to the interns as a matter of right and not charity. However, there was no equity across all medical institutions, he said.

Mr. Viswam pointed out that the NMC’s Draft Regulation Compulsory Rotating Internship, 2021, issued on April 21, 2021, and gazetted on November 18 in the same year, had said that all interns shall be paid stipend “as fixed by the appropriate fee fixation authority as applicable to the institution/university/State.”

The phrasing of this provision allowed for “ambiguity and arbitrariness in the award of stipend”, he said. It’s also possible that private college administrators may refuse to pay stipends to MBBS interns because they have total discretion and no safeguards in place. Mr. Viswam asserted that the repercussions of this could be observed in universities across the country, claiming that there were differences in the stipend amounts provided in government and private medical institutions.

According to sources, the erstwhile Medical Council of India (MCI), however, had come up with a public notice on January 25, 2019, on Graduate Medical Education Regulations, 1997. The Board of Governors that superseded the MCI was considering to include a provision which said that “All the candidates pursuing compulsory rotating internship at the institution from which MBBS course was completed, shall be paid stipend on par with the stipend being paid to the interns of the State Govt. Medical Institution/Central Government Medical Institution in the State/Union Territory where the institution is located.” However, it was not gazetted until the Board was dissolved.

In a decision dated October 29, 2015, the Kerala High Court ordered PMS College of Dental Science and Research, Thiruvananthapuram, to pay stipends to BDS interns at the same rate as government dental institutes in the state.

Mr. Viswam encouraged the Minister to confer with all stakeholders, including state governments, MBBS college administrations, medical experts, and MBBS students, in order to develop a strategy.

SMIMS has 50 medical seats dedicated for Sikkimese students.

An official at the Sikkim Manipal Institute of Medical Sciences (SMIMS) announced on Saturday that the National Medical Commission (NMC) has granted 50 new medical seats for Sikkimese students.

Students from Sikkim who score the highest on the National Eligibility Cumulation Entrance Test (NEET) would be given free seats, and the state government will cover all course costs, he added.

The number of reserved seats under the state quota now stands at 80. Previously, 30 spots were allocated for local students, but they had to pay for the five-year programme.

Welcoming the decision, Chief Minister Prem Singh Tamang called it a “big achievement” and said that the approval letter has been received and an MoU signed between the Sikkim government and SMIMS in this regard.

He said that the state government was trying for this allotment for some years now and the new development will benefit students from financially weaker background.

“Earlier, parents and guardians had to pay around ₹16-17 lakh annually, which amounted to around ₹1 crore by the time their wards completed the MBBS course. Many of the deserving candidates had to drop out due to the high fees. But now, the state government will sponsor the education of the 50 selected students,” he said.

Admission to the 50 seats will begin from this semester.

Punjab Govt issues degree to Ludhiana-based MBBS student after SC panel’s orders

Sheena Mattu finally got her MBBS degree today, which was withheld by college authorities due to amendments to the Post-Matric Scholarship Scheme for SC students.

After the National Commission for Scheduled Castes’ (NCSC) directions, the Punjab Government issued the degree to the Ludhiana-based doctor.

Mattu took admission to Dayanand Medical College (DMC), Ludhiana, in 2015, under the management quota and was paid scholarship amount for the first two years. But the state government decided to discontinue it after receiving a circular from the Centre.

“As per the Central Government circular issued in 2018, the state governments were asked to discontinue the scholarship scheme for students seeking admission under the management quota. However, it was clearly mentioned that the beneficiaries already enrolled under the scheme would continue to get scholarship till completion of their courses. However, students taking admission in 2017-2018 will not be given such benefits. The circular was not applicable on Dr Mattu as she had got admission in 2015,” NCSC chairman Vijay Sampla said.

During a recent meeting at New Delhi, Sampla had asked the state government officials and college authorities to release the degree of Sheena Mattu.

The American Medical Association (IMA) opposes AYUSH training for medical students

“It is not wise for an Intern trained in modern medicine to partake and practise a system of medicine which he has not mastered in under graduation with know-how and show-how paradigms,” the IMA wrote in a letter to the National Medical Commission (NMC).

“And coming to do it in an internship right away is dangerous to the public and the system,” the IMA writes in a letter dated Thursday.

Referring that AYUSH and its components are vast subjects, the IMA said “working there for a week the intern will not learn any new skill, and there is no clarity who shall be their mentor, and will they be assessed by NMC faculty norms or not”.

“IMA fully opposes the inclusion of one-week exclusive elective posting which is contrary to the established norms, superfluous and an attempt to initiate mixopathy. IMA strives for purity of profession.”

The IMA said it appeals to delete Section 4.3 (17), which says exclusive elective posting of one week in any one of the AYUSH medicine available in the medical college to be given as a mandatory elective posting.

The IMA submitted seven-point observations with a firm request to the NMC to delete section 4.3 (17) and do necessary corrections for the other comments placed.

Delhi govt approves hospitals for hiring of Medical professionals during Covid crisis

Delhi Government has authorized Covid hospitals to increase their capacity and hence now the hospitals can employ specialists for Covid patients at Rs. 15,000 per shift and consultants at Rs. 6,000 per shift.

This addition of more medical staff will enhance the capacity of hospitals to manage a huge influx of COVID patients as following this order, the government-run Covid hospitals will be able to hire specialists, consultants, medical/dental students, interns, nurses and nursing students to address the greatest bottlenecks of staff shortage while adding intensive care facilities.

As per orders, a specialist doctor holding a PG degree will be offered Rs. 15000 per day per shift and a consultant doctor holding an MBBS degree will be offered Rs. 6000 under the new hiring criteria.

A total of Rs. 4000 will be offered to interns/ medical students or dental/Ayush graduates on a per-day per shift basis.

Gujarat based medico commits suicide after recording video

A medical student from Gujarat allegedly committed suicide by jumping into the Narmada canal near Galteshwar village on Wednesday. The medico had recorded a video before killing himself and sent it to his friends stating that he was betrayed in love.

The body of the deceased was found on Thursday in Sanadara siphon of the canal. His bike was also found near the canal with a heavy flow of water.

A case of unnatural death has been registered at the Sevaliya police station.
