As active Covid cases in the state surged to 11,942 lakhs, with daily positivity rate climbing to over 5%, Punjab Chief Minister Captain Amarinder Singh on Wednesday urged the Centre to review its immunization strategy to vaccinate all age groups in selected areas, while announcing a stricter policy to deal with the problem.

The Chief Minister also called for occupation-based immunization for school and college students and teachers, judges, bus drivers and conductors, Panches/sarpanches, Mayors/Municipal Committee Presidents/Counsellors, MLAS, MPs etc. to pave the way for normalization of crucial activities and check super-spreaders. He advocated early opening of the courts, schools and colleges.

Large positivity was seen in the state’s young population, he said. He said the trend was worrying as the state had reported a total of 1475 cases  and 38 deaths on Monday, preceded by 1843 cases and 43 deaths the day before. He pointed out that the state finance minister Manpreet Badal and SAD president Sukhbir Badal had also tested positive for Coronavirus. “We are making a policy, we will get stricter from tomorrow,” he added.

During Prime Minister Narendra Modi’s virtual Covid review meeting with chief ministers of all states, Captain Amarinder suggested that any area where weekly testing shows a doubling of positivity rates should immediately be considered for vaccination of all age groups.

He said, “Besides, there were 50,000 medical college seats in the country till 2014 and after that, in the last over six years, 30,000 additional medical colleges seats have been created. More seats would be added with the setting up of these new colleges.”

Karnataka government increases fine on MBBS seat blocking to Rs. 25 Lakhs

Karnataka Government has increased the amount of fine on blocking an MBBS seat from Rs. 5 lakh to Rs. 25 lakh and the decision was confirmed by the Health and Medical Education Minister of the State, K Sudhakar via an announcement on Monday while replying to a question posed by BJP member N. Ravikumar.
The miniater explained the scam that includes the private medical college management identifying the meritorious students and making them clear the National Eligibility cum Entrance Test (NEET). Later, those students block the seats by paying the fine to the Karnataka Examination Authority (KEA). As the students surrender the seats after mop-up round of counseling, the vacant seats add up to the management quota seats and get sold at a huge price. Due to this collision, the deserving candidates get deprived of the seats and the less meritorious ones get admitted.
A report regarding the matter was submitted to the medical education department by am expery committee of Rajiv Gandhi University of Health Sciences who proposed a five fold rising penalty in the case.
Addressing the issue, the Minister said, “The seat surrendering issue has been there for some years now. Some medical colleges have been misusing the loopholes in law and interpreting the Supreme Court orders in their own way.”
“Investigation agencies have started their probe. Since black money is involved, the I-T Department is looking at it. Action will be initiated against colleges if they violate Acts under State jurisdiction,” said Ravikumar.
The state has 45 self-financed medical colleges out of the total number of 65.

WHO to meet on Tuesday to discuss increasing halts on use of AstraZeneca

World Health Organization’s vaccine safety experts will be meeting on Tuesday to discuss the AstraZeneca vaccine whose use has been halted in some countries due to fear of blood clots.

The WHO, AstraZeneca and European Medicines Agency have insisted that the jab is safe and there no connection between the shot and blood clots.

WHO chief scientist Soumya Swaminathan said, “We do not want people to panic and we would, for the time being, recommend that countries continue vaccinating with AstraZeneca. So far we do not find and association between these events and the vaccine.”

The EMA said in a statement that it would “further review the information” on the jab Tuesday, and had “called an extraordinary meeting on Thursday…. to conclude on the information gathered and any further actions that may need to be taken.”

Germany, France and Italy said on Monday that they will halt the use of the vaccine after several countries reported serious side effects. Following them, Sweden also paused the administration of AstraZeneca vaccine shots. Denmark and Norway stopped giving the shot last week after reporting isolated cases of bleeding, blood clots and a low platelet count.

Iceland and Bulgaria followed them and the Netherlands announced suspensions on Sunday.

The EMA has also said there was no indication the events were caused by the vaccination and that the number of reported blood clots was no higher than seen in the general population.

The handful of reported side-effects in Europe have upset vaccination programmes already under pressure over slow rollouts and vaccine scepticism in some countries.

AstraZeneca’s shot was among the first and cheapest to be developed and launched at volume since the coronavirus was first identified in central China at the end of 2019 and is set to be the mainstay of vaccination programmes in much of the developing world.
